Nos 2 programas abre uma caixa de diálogo com 2 opções continuar ou fechar mas sempre que escolho continuar o programa continua rodando sem funcionar como deveria se alguém se disponibilizar a me ajudar ficarei grato.

Até que enfim consegui dar um jeito nisso, não foi bem do jeito que eu esperava mas resolveu, portanto acho que o tópico já pode ser fechado.

A solução foi usar a mídia do Windows para reinstalar mantendo os arquivos pessoais, o problema estava no netframework 3.5 que estava corrompido, incompleto ou algo assim, quando eu ativei ele no painel de controle/ativar recursos do Windows ele ficava com a caixinha de seleção preta e não com um risco de correto que significa que somente parte deste recurso está ativado, resumindo; talvez se eu conseguisse instalá-lo dinovo não precisaria de re-instalar o Windows mas como não consegui fazê-lo optei por re-instalar o mesmo no final das contas deu tudo certo.
